Tag vs mention: same @, different machinery
The confusion at the heart of this topic: Instagram has two tagging systems wearing the same @ symbol. A photo tag attaches a person to the media itself — tap the photo and their name pops up, and the post files itself under the Tagged tab on their profile, visible to their visitors. A mention is @username in any text field — caption, comment, story — which sends a notification and links to their profile, but touches nothing on it. Photo tags build a public association; mentions start a conversation. Knowing which you're doing is half of tagging etiquette.

When tagging fails: the diagnostic list
Tagging fails silently, which is why it feels random. In order of likelihood: the person has restricted who can tag them (their setting, not your bug — many limit tags to people they follow); they've enabled manual tag approval, so your tag exists but hides until they approve it; you've hit the 20-person limit on the post; or — the awkward one — they've blocked you, which erases them from your tag search entirely. Control your own taggability
The same machinery pointed at you is worth a settings visit: Settings → How others can interact with you → Tags and mentions. There you decide who can tag and mention you (everyone / people you follow / no one) and whether tags need your approval before appearing on your profile. For public accounts, manual approval is quiet reputation insurance — spam accounts love tagging strangers into promotions, and approval mode means their posts never touch your Tagged tab. Pair it with restrict for problem individuals and your profile stays yours.
